The fast_start_vel parameter is used to set the initial starting velocity for
the head stage stepper motor when it is running at FAST speed. The motor
ramps up from fast_start_vel to fast_end_vel at a rate specified by fast_accel
and ramps back down using the same acceleration slope as it reaches its target
position. If the value in fast_start_vel is larger than the value in
fast_end_vel, then the stepper motor will start at the speed specified by
the fast_end_vel and will not ramp up or down.
FAST speed is only used if specified in a moveto diagnostic command
The units used by this parameter are somewhat arbitrary. To convert them to
actual steps per second, please consult the tables in the CY-545 data book.
