Cause:

• During an ale system init, the load table vacuum is checked, if the read vacuum is above vac_threshold_1 then the vacuum is turned off and this error is reported.
• At the start of a pick, if the plate_loc load is not "status_empty" (status = 0) then this error is reported.
• At the start of a fetch (turtle fetching from picker), if the plate_loc load is not "status_empty" (status = 0) then this error is reported.
• Before a "cal vac" command can be run the f/w checks that there is no plate on the load table (that is, plate_loc load status must be zero)
