This value specifies the maximum time to wait when moving the picker up or down.
If the picker up/down sensors are enabled, the system will wait until either the
sensors are activated or this amount of time has expired. If the sensors are
enabled and the time has expired, the system will suspend with an error message.
If the sensors are disabled, the system will wait for the full amount of time
specified by this parameter.
For the version 3 picker, the DOWN sensor goes high before the picker is fully down.
The system will wait an additional 1.5s (hard-coded) before declaring the picker in
the DOWN state.
