FCO #18366 - Replace component XC3030-70 in in U403 with XC3030-100 to prevent "Teeth Effect" in Random Plots

Reason for change
                  The change will prevent "Teeth effect" (every 4 mm) in random plots.

                       Replace component in U403 from XC3030-70 to XC3030-100.
