DRUM: Hall velocity error - drum rotation blocked or PID gain settings wrong (error number 6025)

Description

Message is reported when the drum is blocked or message reported but the drum is not blocked.

Notes

If none of these solutions fixes the problem, the cause could be bad encoder
electronics casting machining, excessive encoder disk face runout or a damaged
disk (this is less likely).
