PSRM error 100013: "Receive socket bind fail"

Error		`Receive socket bind fail`

Symptoms		The error occurs when the firmware is reset very soon after starting the workstation. While attempting to bind the UDP socket for receiving a response from the GMCE/TH3, WinSock reports that the binding operation failed.

Cause		The DCAPI that was bundled with Magnus VLF controlled release 3.0 and Magnus VLF controlled release 3.1 starts multiple instances of PSRM, causing all instances but the first one to report this error. The default UDP port is 192.168.100.209:18001. It may be already be reserved by another program.

Solution		This is fixed in DCAPI 2.0.5, which will be available in these controlled releases: Magnus VLF CR 4.0 Trendsetter 400/800 and NEWS GMCE CR 2.0 Until these controlled releases are available, use these workarounds: If a firmware reset is required, wait until the workstation has been running for two or three minutes. If this problem occurs on workstations with Magnus VLF CR 3.0 or Magnus VLF CR 3.1 installed, restart the workstation. Or, log out and then log back in.
