Service Information	All subsystems that return error codes must register a table of error codes with the corresponding error description. When the subsystem registers the table, the table of error codes is checked for duplicate error codes. Since error code registration is part of initialization, this error will indicate a firmware development error.
Operator Action	Call service.
Causes	Firmware error that will occur during firmware development and testing.
